The best talents to prioritize for Sandrone's build are her Normal Attack and Elemental Skill, as these form the core of her damage rotation.

Normal Attack is the highest priority talent for Sandrone’s best build. Her Charged Attack serves as the core of her damage rotation, while her Elemental Skill summons a cannon that deals additional damage and supports her main output. These two abilities form her primary damage sources. Her Elemental Burst can be upgraded last.
A Teaspoon of Transendence is the best Sandrone Weapon, while A Thousand Blazing Suns and Tidal Shadow are also available options.
A Teaspoon of Trascendence is currently the only Stellar-Conduct weapon, and it happens to be Sandrone's best-in-slot. This Claymore gives her massive Crit Damage and ATK, and directly boosts her Stellar-Conduct DMG.

Additionally, each time the equipping character hits an opponent with their Charged Attack, they attain "Transcendence" for a short time: their Stellar-Conduct DMG is increased by 16% for 5s. This effect can stack once every 0.2s, max 3 stacks.
A Thousand Blazing Suns competes well with Sandrone's signature weapon. Like the former, Sandrone gets Crit DMG, Crit Rate and ATK from it, and she can maintain its uptime pretty well.

Sandrone best team consist of Yae Miko, Qiqi, Escoffier, Sucrose and other cryo buffers and electro sub-DPS units!
This Sandrone Stellar-Conduct team forms a Cryo-Electro exclusive comp, consisting of Yae Miko, Qiqi and Escoffier.
Yae Miko and Qiqi have both recently received buffs, allowing them to function inside Stellar-Conduct teams. Yae Miko enables Super-conduct via off-field electro application, while Qiqi serves as a healer and Stellar-conduct buffer. Round out the team with Escoffier for additional Cryo damage buffs.
If you don't have Escoffier, Nicole is an extremely good alternative to this team. She is able to supply ATK buffs, which Sandrone will greatly appreciate.
Sandrone also functions in an F2P team. Beidou can enable the reaction via off-field electro application from her ult, while Qiqi functions as the team's main healer and Stellar-Conduct buffer. Finally, use Sucrose for some Elemental Mastery buff, Viridescent Venener buff, and grouping.
