The headline here is simple. You do not pull for Electro Rover on a banner. You unlock this form by playing the story, exactly like Spectro, Havoc, and Aero before it. That means your saved Astrites stay free for YangYang SP or Suisui.
How to Unlock Electro Rover in Wuthering Waves
You unlock Electro Rover during the Version 3.5 Mengzhou main quest. The relevant quest is Chapter 4, Act 2, named Xuanling Sings, Storm Quelled. During this chapter, you defeat a new boss called Myriad Snare: Rustfire Chassis. Clearing that fight awakens the Electro attribute for Rover.
After unlocking it, you swap forms in the Resonator menu, just like the other elements. Rover shares one character level across all forms. So you only spend resources on the weapon, Echoes, and the Forte for this new attribute.
Electro Rover Kit and Skills
Electro Rover is built around one idea. You build a resource through normal attacks, then spend it to either buff your team or enter a powerful chaining state. Here is how each piece works.
Basic Attack and Parry Stance
Rover throws a four-hit Electro string on the ground. The real flavor comes from the Parry Stance. Hold the normal attack button, and Rover braces. While bracing, incoming damage drops by 60 percent, but stamina drains over time.
Release at the right moment, and Rover fires a Riposte Strike. Time the release against an enemy attack, and you stagger that enemy, then follow with a stronger counter. You can also dash while holding the stance, which keeps you mobile instead of stuck in place.
Our take: This is a read-and-punish playstyle, much like Havoc Rover felt. It rewards players who learn enemy patterns. Newer players can ignore the parry and still deal solid damage.
Resonance Skill: Thunderclap
Rover launches the Cloudrift Bolt and grapples toward the target for Electro damage. Pressing normal attack right after flows into a follow-up hit. The skill exists mainly to close gaps and keep your combo going.
Forte Circuit: Myriad Omens' Mandate
This is the core of the kit and the part everyone is talking about. Rover builds a resource called Electric Surge through normal attacks and Resonance Skill hits. Once Electric Surge maxes out, the Resonance Skill upgrades into Overshock, and you get two choices.
Tap Overshock: Rover clears all Electric Surge and grants the whole team a 10 percent ATK buff for 20 seconds.
Hold Overshock: Rover enters Apex Resonance, the signature state.
Inside Apex Resonance, Rover unlocks Thrum of All Sounds, which spends a second resource called Thunder Rage. This is where the magic happens.
Press on the ground to chain into Havoc Rover and Spectro Rover skills.
Hold to leap into the air and chain into Aero Rover's skill.
While airborne, chain further into Havoc and Aero.
Each chained hit deals damage of that element. So in one window, Rover can throw Electro, Havoc, Spectro, and Aero damage. On top of that, every chain triggers Thunder Bane for bonus Electro damage.
Our insight: this multi-element chain is more than a flashy gimmick. It means Electro Rover never gets fully walled by an element resistance. Most carriers struggle against enemies that resist their element. Rover simply pivots to another attribute mid-fight. That flexibility is genuinely rare in this game.
Resonance Liberation: Ultimate Tactics
The ultimate, Thunder Shock Quake, deals burst Electro damage. The description is plain compared to the rest of the kit. We expect the real value to show in its animation lock and raw multiplier, which we will confirm at launch.
Outro Skill (Rumbling Thunders): The incoming Resonator gains an Electric Core. When that Resonator inflicts a negative status, the core is consumed for a large All DMG Amplification buff for 25 seconds.
The Outro buff is the reason support players are excited. Beta values place that amplification around 20 percent, though one source lists 25 percent. We will lock the exact figure once the live version drops. Either way, that is a strong buff for a free character to hand off.
Inherent Skills
Decipher: The final stage of Overshock inflicts stacks of Electro Flare on enemies.
Regression: The hold version of Overshock grants 20 percent Resonance Skill DMG for 6 seconds. Switching out ends it early.
These two skills push Electro Rover toward staying on the field. Regression rewards aggressive, on-field play rather than a quick swap.

Electro Rover has not been live long enough for a settled meta. We are giving build directions based on her kit profile and how previous Rover forms scaled. Treat these as strong starting points, not final theorycraft.

For a buffer build, Impermanence Heron pairs well with Moonlit Clouds, since it strengthens the ATK hand-off.

Is Electro Rover Worth Building?
Yes, for almost every account. Think about what Electro Rover brings in one package. She has built-in survivability through the parry. She applies her own Electro Flare, so she does not depend on teammates to set up. Also, Electro Rover adapts to any element matchup through Apex Resonance. She also leaves a big amplification buff when she swaps out.
Most kits get one or two of those traits. Getting nearly all of them on a free character is unusual. Kuro may have cooked a little too hard here. The best part stays the same as always. You earn this power by playing the story, not by gambling on a banner.
